The secretary general of the Organization of the Petroleum Exporting Countries (Opec) urged members during a meeting this week to stick to the production quotas. The group did not change production limits; el-Badri said that despite signs of recovery, the group has to remain cautious.

El-Badri, who was appointed to the post in January 2007 for a three-year term, is the chairman of Libya's National Oil Corporation (NOC), and has worked with many Arab oil companies. He has also served as the Secretary of the General People's Committee of Energy in Libya.
