Drama in Dubai

The incident is unusual, but the words used in the story sound like they belong in a Bond movie.

From WAM as published in Gulf News:
A man was shot dead in Dubai on Saturday, in an operation believed to be an assassination, a top police official said.
Lieutenant General Dahi Khalfan Tamim, Chief of Dubai Police, said: “The murder of the Chechen seems to be an assassination because he was shot dead in the parking of the building where he was living.”
“It seems the 36-year-old victim, called Sulaiman Madov, had been under surveillance for some time,” Lt. Gen Dahi said.
“Assassination”, “surveillance” and “operation”: how often have you even heard an official state news agency use such words?
On a different note, this kind of crime seems to be increasing in the city. Just recently there was the case of a lady who was stabbed in the Ibn Battuta parking lot. Is there a worrying trend here?
