Bill Clinton was in office from 1993 to 2001. During his administration, the US economy was at its best and boasted the lowest unemployment rates in modern times. He was the first democratic president since Franklin Roosevelt to be elected for a second term. Also, he proposed the first balanced budget in decades and was able to achieve a budget surplus.
