Pedestrians to benefit from new Abu Dhabi Urban Planning Council guidelines
Council aims to reduce traffic and daily disturbances

The Abu Dhabi Urban Planning Council (UPC) revealed new plans to make walkways more accessible for pedestrians in the emirate. The Utility Corridors Design Manual (UCDM) was launched earlier today (April 23) and has been put into play in order to reduce street width, thus reducing the distance covered by those travelling on foot.
In order to create the UCDM, the UPC worked together with the Department of Municipal Affairs, Abu Dhabi City Municipality, Al Ain City Municipality, Western Region Municipality, Abu Dhabi Police, Abu Dhabi Quality and Conformity Council and the Department of Transport.
The new manual provides clear directions and locations of all underground utilities, such as water pipes, fibre-optic cables and sewage pipes. This will enable all urban planners, designers and developers to conserve more space in the future by creating narrower corridors for these utilities and, in turn, creating more space for pedestrians to travel through.
According to Mohamed Al Khadar, executive director of Development Review and Estidama, UPC: “The launch of the UCDM is another milestone for the UPC. In line with the requirements of Vision 2030, it will ensure that utility corridors are efficiently planned underground, which in turn will create more attractive and walkable streets aboveground for the benefit of pedestrians.”
The UCDM will be applicable to all new developments within the jurisdiction of the UPC, which includes Plan Capital 2030, Plan Al Ain 2030 and Plan Al Gharbia 2030. In addition, the guidelines will be incorporated in areas such as Al Shawamekh, sections of Baniyas and Sector Z35 in Mohamed bin Zayed City.
However, if deemed necessary by relevant authorities, existing roads may be adjusted according to the new plans.
Another important goal of the UPC is to minimize construction and repair time of existing underground utilities in order to reduce traffic congestion and disturbance of daily life.
