Abdelaziz Bouteflika has been the president of Algeria since 1999, the same year he appointed Chakib Khalil to be his advisor. He was reelected in 2004 with 83.49 percent of the votes against five other candidates. When Bouteflika became president, he brought with him a sense of optimism and dynamism after the Algerian War.
Bouteflika’s political orientation “lies halfway between socialism and capitalism.” In 2000, he organized an economic recovery plan in which the agricultural sector was given governmental aid. He also promoted the construction of social housing units as well as roads and other infrastructural projects.
