    Can any one explain why the rent cap is always announced several weeks AFTER the new year has started ?

    It creates untold hardship to those tenants whose contracts come up in January. It also makes the work of the rent committee difficult as they have no clear guidelines.

    Surely the establishment can anticipate the New Year ( comes around at the same time every year yes ? ) and announce the new policy by December ?

    The authorities also need to announce stiff penalties for landlords who harass tenants in spite of the rent cap.
    Then more than half the cases before the Baladia will
    melt away. Currently senior and capable officers of the Municipality are wasting their time in a wasteful exercise
    instead of solving the city’s problems.

    Surely this issue can be better managed.
